Are all these lights strictly necessary?

There's been a bit of discussion recently around the issue of shopping mall lights staying on well after opening hours. Although it's not happening at the moment, there's been a fair amount of load-shedding across the country in the last year or two, due to electricity shortages; and I think there's certainly a case to be made for more responsible use of lighting by shopping malls and the like. Even though I always think the lights at Canal Walk are terribly pretty, that's really not enough reason to keep all those lights burning every night, is it? (This photo doesn't even begin to show the extent of the lighting at Canal Walk, by the way.)A number of companies - such as the Virgin Active chain of gyms - have taken definite steps to lower their electricity consumption; maybe it's time that others followed suit.

are they using energy saving bulbs?
sometimes lighting is needed to prevent crimes etc..
but if it's excessive, i think they should cut it down.
I did a bit of reading, and it seems that Canal Walk has changed some of its parking-area lighting to use energy-efficient bulbs. A certain amount of light is definitely needed for safety purposes, I agree, but when it's purely decorative, it's got to go.

I'm worried too about the energy waste we've been thru nowadays. We're so use to "see in the dark".. maybe it's time to think about it, uh? But in the other hand... I really like this kind of night shots with lots of lights... ;)
Didn't Virgin Active link their treadmills and cycles up to dynamos? I'm sure I saw a notice about it... "To ensure proper functioning of this gym and surrounding establishments all members are required to use treadmills and cycles for a minimum of 40 minutes".
I feel like a mouse on a wheel. ;)
